The Supplemental Nutritional Assistance Program, otherwise known as SNAP, faces funding issues for November due to the ongoing government shutdown. The situation that takes around $187 from the grocery budgets of one in eight Americans, including thousands in Calloway County, has already led to a state of emergency being declared in Kentucky. Many have only one question in mind – why is feeding Americans not the government’s priority?
SNAP, a United States Department of Agriculture program, provides millions of low-income families across the country with extra money to purchase healthy food. The program helps families who cannot afford healthy food maintain a nutritious, balanced diet. The USDA claims that due to the ongoing government shutdown, which started on Oct. 1 and is now the longest in American history, it cannot afford to allocate full SNAP benefits for November. As a result, most SNAP beneficiaries will not see the SNAP assistance they rely on.
In Kentucky, Gov. Andy Beshear declared a state of emergency on Friday, Oct. 31, so that $5 million could be utilized to feed Kentucky residents who struggle without SNAP assistance. In Calloway County, an estimated 3,000 residents rely on SNAP to feed their families. While SNAP remains unfunded, our community suffers.
Many had one question in mind upon learning of SNAP’s discontinued funding: Is there really no money the USDA can allocate to SNAP during the shutdown? The reality is that there is money that could be used but wasn’t initially planned for. An analysis by the Center on Budget and Policy Priorities found that the initial plan to partially fund SNAP during the shutdown did not use the full contingency fund that could be allocated to SNAP. Two federal court rulings found the USDA obligated to fund SNAP for the duration of the shutdown, using the contingency fund. The Department of Justice and USDA appealed the case, saying that accessing that fund could divert money from other food assistance programs. However, President Donald Trump made numerous posts on social media stating he would be happy to personally restore SNAP funding utilizing the contingency fund if he were given the proper judicial approval. These claims, however, fall flat after President Trump ordered the pause on SNAP funding to be restored.
The confusion surrounding the USDA’s failure to utilize the full extent of its resources raises a very serious question: why? The reality is that SNAP funding has become a political pawn.
America is an incredibly divided country at the moment, as the gap that needs to be crossed for right and left to work together becomes closer to a canyon. In the case of the current government shutdown, discourse among politicians has turned into a blame game. The USDA has gone on public record stating that Senate Democrats are to blame for the issues regarding SNAP, and that they are compromising the program for the sake of their political agenda. President Donald Trump has repeatedly made posts on Truth Social, placing blame on the Democratic Party for the shutdown. Additionally, he has claimed that, unlike Democratic politicians, he will do whatever it takes to restore SNAP funding and expedite the government shutdown.
The reality of the situation is that while these politicians claim they will do everything they can to restore SNAP funding for the American people, they evidently are not. SNAP remains a topic of discourse and the American people continue to struggle without grocery budget assistance. Even if SNAP were restored in full at this point, November would still prove tricky for SNAP beneficiaries. The harm caused to Americans has already been done. People are angry, and that’s exactly what these politicians want.
By blaming the Democratic Party for the government shutdown in its entirety, the Trump administration gives the American people an enemy, even though the entire government, Democrat or Republican, is to blame. SNAP becomes an issue of right versus left, rather than an issue of the government not taking the proper precautions to ensure food security in the case of a government shutdown.
Realistically, the government can and should address SNAP funding. States have already responded in their own ways to the situation, such as Kentucky’s state of emergency funding towards food assistance, but the federal government has done little. In fact, the current administration has prolonged the suffering of the American people so that they can continue to cash in on the perfect opportunity to create political unrest. Instead of turning people’s access to food into political discourse, division and bargaining chips, politicians should be helping the people they swore to serve.
