Gov. Steve Beshear has made the following appointment to Kentucky boards and commissions:
The following members have been appointed to the Telehealth Board to serve for terms expiring July 15, 2016:
- Russell W. Bessette, of Prospect, is associate vice president of health affairs at the University of Louisville. He represents health professionals. The appointment replaces William L. Kindred, whose term has expired.
- Dan H. Stone, of Harlan, is CEO at Appalachian Regional Hospital. He represents health professionals. The appointment replaces Anthony D. Weaver, whose term has expired.
Gov. Beshear has reappointed Anthony Q. Baxter to the board to serve for a term expiring July 15, 2016.
- Anthony Q. Baxter, of Lexington, is CEO at CorrectCare-Integrated Health. He represents health professionals.
The following members have been appointed to the Kentucky Commission on Services and Supports for Individuals with an Intellectual Disability and Other Developmental Disabilities:
- Missy R. McKiernan, of Louisville, is an occupational therapist at Hazelwood Center. She represents family members of an individual with an intellectual disability or other developmental disabilities. The appointment replaces Cherri Lolley, whose term has expired. McKiernan shall serve for a term expiring July 15, 2015.
- Robert P. Ryan, of Taylor Mill, is director of adult services at New Perceptions Inc. He represents direct service providers. The appointment replaces Stephen R. Hendricks, whose term has expired. Ryan shall serve for a term expiring July 15, 2015.
- James C. Chesser, of Lexington, represents individuals with an intellectual disability or other developmental disabilities. The appointment replaces Shannon G. Caldwell, whose term has expired. Chesser shall serve for a term expiring July 15, 2015.
- Jeffrey D. Rice, of Florence, is a dishwasher at Steak ’n Shake. He represents individuals with an intellectual disability or other developmental disabilities. The appointment replaces Jonathan W. Trimble, whose term has expired.
- Tammie Hollar, of Louisville, works in the human resources department at Best Buy. She represents business leaders. The appointment replaces Linda K. Sandidge, whose term has expired. Hollar shall serve for a term expiring July 15, 2015.
- Donald B. Putnam, of Lexington, is retired. He represents family members of an adult with an intellectual disability or other developmental disabilities. The appointment replaces Gwynn T. Royster, whose term has expired. Putnam shall serve for a term expiring July 15, 2016.
- Melissa L. David, of Worthville, is a logistics manager at Itron. She represents business leaders. The appointment replaces William G. Shaw, whose term has expired. David shall serve for a term expiring July 15, 2016.
- Brenda R. Hosford, of Murray, is retired. She represents family members of an adult with an intellectual disability or other developmental disabilities. The appointment replaces Glenna M. Taylor, whose term has expired. Hosford shall serve for a term expiring July 15, 2016.
- Peter A. Perry, of Lexington, is a professor at the University of Kentucky. He represents family members of a child with an intellectual disability or other developmental disabilities. The appointment replaces Malkanthie I. McCormick, whose term has expired. Perry shall serve for a term expiring July 15, 2016.
- Christopher D. George, of Somerset, is a behavior analyst and executive director at Applied Behavioral Advancements LLC. He represents direct service providers. The appointment replaces Clyde D. Lang, whose term has expired. George shall serve for a term expiring July 15, 2016.
Beshear reappointed the following members to the commission:
- Steve Shannon, of Lexington, is executive director at Kentucky Association of Regional Programs. He represents direct service providers. Shannon shall serve for a term expiring July 15, 2015.
- Anne Montgomery, of Bronston, is a retired teacher and parent liaison at Bluegrass Oakwood. She represents family members of an individual with an intellectual disability or other developmental disabilities. Montgomery shall serve for a term expiring July 15, 2015.
- Cathy Jo Edwards, of Mount Sterling, is a receptionist at Montgomery County Fiscal Court. She represents individuals with an intellectual disability or other developmental disabilities. Edwards shall serve for a term expiring July 15, 2016.
- Patty D. Dempsey, of Frankfort, is executive director of The Arc of Kentucky Inc. She represents statewide advocacy groups. Dempsey shall serve for a term expiring July 15, 2016.
Beshear appointed J. Henry Duncan to the Forestry Best Management Practices Board to serve for the remainder of the unexpired term ending April 22, 2013.
- J. Henry Duncan, of Versailles, is a self-employed farmer. He represents farmers at large. The appointment replaces Peter T. McNeill, who is deceased.
Beshear appointed the following members to the Kentucky Advisory Council for Gifted and Talented Education to serve for terms expiring Dec. 15, 2015:
- Angela G. Wilson, of Somerset, is the principal at Pulaski County Elementary School. She represents principals. The appointment replaces Mary A. Evans, whose term has expired.
- Teresa A. Walther, of Pleasureville, is a talented and gifted resource teacher at Shelby County Public Schools. She represents gifted and talented teachers. The appointment replaces Jennifer L. Chaplin, whose term has expired.
- Molly A. Isaacs-McLeod, of Goshen, is a self-employed attorney. She represents parents. The appointment replaces Susanne M. Burkhardt, whose term has expired.
- Louis Robert Kelley Jr., of Louisville, is an elementary school teacher for Jefferson County Public Schools. He represents elementary school teachers. The appointment replaces Dina Chaffin, whose term has expired.
- Josie Leann Pickerill, of Hopkinsville is an instructional supervisor for the Christian County Board of Education. She represents gifted and talented coordinators. The appointment replaces Candace James, whose term has expired.
- Andrea C. Peach, of Lexington, is a professor and associate dean at Georgetown College. She represents postsecondary education institutions. The appointment replaces Mason J. Dyer, whose term has expired.
- Dana K. Coffey, of Waddy, is a merchandiser at Macy’s. She represents parents. The appointment replaces Julia H. Moore, whose term has expired.
- Jane Dewey, of Danville, is district director of arts education for Danville Schools Board of Education. She represents visual and performance arts. The appointment replaces Anne A. Stephens, whose term has expired.
Beshear appointed Cynthia R. Blackledge to the Kentucky Applied Behavior Analyst Licensing Board to serve for the remainder of the unexpired term ending Oct. 1, 2013.
- Cynthia R. Blackledge, of Morehead, is a behavior analyst at Homeplace Support Services. She represents behavior analysts. The appointment replaces Nicholas L. Weatherly, who has resigned.
Beshear appointed the following members to the Kentucky State Advisory Council on Libraries to serve for a term expiring Dec. 17, 2016.
- Patricia Gay Pannell, of Bowling Green, is a rehabilitation administrator at Kentucky Office for the Blind. She represents library users who are blind or physically handicapped. The appointment replaces Donna G. Pollard, whose term has expired.
- Cathy Cravens Snell, of Louisville, is a retired attorney. She represents library users. The appointment replaces Anne M. Maxfield, whose term has expired.
- Arne J. Almquist, of Union, is a library administrator at Northern Kentucky University. He represents college or university libraries. The appointment replaces Rebecca Kelm, whose term has expired.
Beshear reappointed the following members to the council to serve for terms expiring Dec. 17, 2016:
- Rae Shepherd-Shlechter, of Louisville, is a librarian at Louisville Free Public Library. She represents public libraries.
- Alexander D. Grigg, of Lexington, is a library manager at Lexmark. He represents library users.
Beshear reappointed the following members to the Maysville Community and Technical College Board of Directors to serve for terms expiring Sept. 22, 2018:

Beshear reappointed Marganna C. Phelps to the Ashland Community and Technical College Board of Directors to serve for a term expiring Jan. 15, 2018.
- Marganna C. Phelps, of Cattletsburg, is a retired educator.
Beshear appointed Richard E. Brown to the Commission on Humans Rights to serve for a term expiring Sept. 12, 2015.
- Richard E. Brown, of Owensboro, is retired. The appointment replaces Alma Louise Randolph-Patton, whose term has expired.
Beshear appointed Kenneth R. Sperry to the State Board of Licensure for Professional Engineers and Land Surveyors to serve for a term expiring Jan. 1, 2017.
- Kenneth R. Sperry, of Frankfort, is a professional engineer for the Kentucky Transportation Cabinet. He represents the Kentucky Society of Professional Engineers. The appointment replaces Randall Russell, whose term has expired.
Beshear reappointed Beverly E. Smith to the board to serve for a term expiring Jan. 1, 2017.
- Beverly E. Smith, of Lexington, is a teacher for the Fayette County Board of Education. She represents consumers.
Beshear appointed the following members to the Advisory Council for Medical Assistance.
- Steven M. Block, of Owensboro, is a podiatrist at Lexington Foot Center PSC. He represents the Kentucky Podiatry Association. The appointment replaces Chester A. Nava, whose term has expired. Block shall serve for a term expiring April 15, 2013.
- Karen W. Angelucci, of Lexington, is a self-employed author and realtor. She represents women. The appointment replaces Shellie Ann May, whose term has expired. Angelucci shall serve for a term expiring April 15, 2016.
- Susie J. Riley, of Louisville, is a dentist at Smile Center Professionals. She represents the Kentucky Dental Association. The appointment replaces Carla Rodriguez, whose term has expired. Riley shall serve for a term expiring April 15, 2016.
- Mark A. Bowman, of Nicholasville, is CEO of Louden & Company LLC. He represents Kentucky Association of Nonprofit Homes and Services for the Aging Inc. The appointment replaces Jerry W. Roger, whose term has expired. Bowman shall serve for a term expiring April 15, 2016.
- Jonathan D. Van Lahr, of Webster, is a pharmacist at Save-Rite Drugs Inc. He represents the Kentucky Pharmacists Association. The appointment replaces Ronald S. Poole, whose term has expired. Van Lahr shall serve for a term expiring April 15, 2016.

- Barry A. Whaley, of Louisville, is executive director at Community Employment. He represents consumer advocacy groups.
- Richard L. Foley, of Louisville, is CFO at Parkway Medical Center. He represents the Kentucky Association of Health Care Facilities.
Beshear reappointed the following members to the Kentucky African-American Heritage Commission to serve for terms expiring Feb. 1, 2017:
- John A. Hardin, of Bowling Green, is a professor at Western Kentucky University. He represents preservation communities. Hardin shall serve as vice chair of the commission.
- Natalie A. Gibson, of Versailles, is system director of cultural diversity at Kentucky Community and Technical College System. She represents the public at large.
- David S. Benders, of Shelbyville, is a professor at Kentucky State University. He represents institutions of higher learning.
- Timothy W. Thomas, of Madisonville. He represents citizens at large.
Beshear designated Gerald Smith as chair of the commission.
- Gerald Smith, of Lexington, is a history professor at the University of Kentucky.
Beshear appointed Karen C. Harbin to the Financial Institutions Board to serve for a term expiring Oct. 10, 2014.
- Karen C. Harbin, of Frankfort, is president and CEO at Commonwealth Credit Union. She represents the credit union industry.
Beshear appointed Amber Fox-Young to the Kentucky Board of Interpreters for the Deaf and Hard of Hearing to serve for a term expiring Oct. 1, 2016.
- Amber Fox-Young, of Louisville, is a self-employed sign language interpreter. She represents certified practicing interpreters. The appointment replaces Hunter H. Bryant, whose term has expired.
Beshear appointed the Soreyda Benedit Begley to the Martin Luther King Jr. State Commission to serve for a term expiring Dec. 12, 2016.
- Soreyda Benedit Begley, of Lexington, is a fashion designer at Lexington Fashion Collaborative. The appointment replaces Shelia M. Kavanaugh, whose term has expired.
Beshear appointed Charles J. Taylor to the Agriculture Water Quality Authority to serve for terms expiring Oct. 1, 2016.
- Charles J. Taylor, of Louisville, is an accountant at Joe W. Taylor CPAs. The appointment replaces James S. Dinger, whose term has expired.
The following members have been appointed to the Kentucky Spinal Cord and Head Injury Research Board, effective Feb. 1, to serve for terms expiring Jan. 31, 2017:
- Michael B. Reid, of Lexington, is vice dean for biomedical science at the University of Kentucky. He represents the University of Kentucky College of Medicine. The appointment replaces Phillip A. Tibbs, whose term has expired.
- William Guido, of Louisville, is a professor and chair of anatomical sciences and neurobiology at the University of Louisville. He represents the University of Louisville College of Medicine. The appointment replaces Michael John Voor, whose term has expired.
The following members have been appointed to the Board of Directors of the Quality and Charity Care Trust Inc. to serve for terms expiring Dec. 12, 2013:
- Audrey Tayse Haynes, of Frankfort, is secretary of the Cabinet for Health and Family Services.
- Shannon Tivitt, of Louisville, is chief of staff for the Lieutenant Governor.
- Stephanie Mayfield, of Frankfort, is commissioner of the Department for Public Health.
Beshear appointed Michael E. Cherry to the Board of Trustees of the Kentucky Retirement Systems to serve for the remainder of the unexpired term ending March 31, 2016.
- Michael E. Cherry, of Princeton, is a retired lawmaker. He represents members at large. The appointment replaces Jennifer Elliott, who has resigned.
